COMPLETE HAZARDOUS MATERIAL TRAINING
Depending on the exposure of your employees to hazardous materials on-the-job, the quantity and type of
hazardous materials, and the likelihood of a hazardous material spill, one or several types of training may
be required for your compliance.
The first requirement and OSHA's most-cited area is employee Haz-Com training also incorporating NYS
Employee Right-to-Know rules.
Under this rule (OSHA 29 CFR 1910.1200) every employee must be trained before being exposed to hazardous
materials on the job. There is no exemption due to business size or number of employees. Training shall
incorporate the employee understanding of MSDS, personal protective equipment, the availability of MSDS
files, the labeling of Haz Mat and what to do in the event of exposure. The employer must maintain complete
Haz-Mat inventories, MSDS Sheets for each hazardous substance, PPE availability and an emergency
response program.
The second area of training is OSHA 24 hour and/or 40 hour HAZWOPER training as mandated in 29 CFR
1910.120. In some operations such as uncontrolled waste sites, the training is mandated, in other operations
the training may be required based upon the type and volume of hazardous materials employed, the risk of
employee exposure and the likelihood of a hazardous material spill requiring trained response
procedures.
The employer must have a formal Emergency Response Plan that outlines and rationalizes the employee
training plan, outlines the medical surveillance plan and emergency response procedures including
evacuation. Almost all in-house hazardous spill response teams need HAZWOPER Training.
HAZWOPER Training may include either:
- 8-hour employee basic awareness level training
- 24-hour Awareness Level Response and Spill Containment Training
- 40-hour Operations Level Training (active response)
- For most supervisors and response leaders.
- 8-hour annual refresher to retain certification
- Specialized advanced training as for response commanders is also available.
OSHA demands that only trained personnel respond to hazardous spills - all others must evacuate to a safe
gathering location.
